With the iOS 13 beta right around the corner, Apple is churning out the betas for iOS 12.4 with developer beta 3 out today, May 28. It's the third beta in just 14 days and just eight days after developer beta 2 and public beta 2. The third beta may only house improvements overall, as iOS 12.4 is pretty bare bones as is, despite some hints at Apple Card support.
Thanks to 9to5Mac, we knew ahead of time that the new beta will be seeded today. However, that's about as far as our knowledge extends at this point.
Not everyone can get access to the features for Apple Card, Apple's in-the-works credit card meant to work seamlessly with Apple Pay, as Apple has only let a select number of participants in on testing it. But we still expect it to show up once iOS 12.4 stable comes out since Apple is shooting for a summer release.
Apple's release notes for the iOS 12.4 betas haven't revealed anything new, anything buggy, or anything fixed, so we're not expecting much for beta 3 this time either. Even though the beta update is out, Apple still hasn't published the release notes. It will likely look like beta 2's release notes:

To download and update your iPhone to iOS 12.4 dev beta 3, you will first need to be a registered developer with a valid configuration profile. If you have iOS 12's "Automatic Updates" enabled, you can let the software update overnight. To install right away, launch the Settings app, select "General," then "Software Update." Tap "Download and Install," then follow the on-screen prompts.
